the ministry of industry and information technology (miit) recently announced at the 2011 national industry and information work conference that its raw materials department will focus on enacting important policies and regulations for the raw material industry in 2011. this will include setting entry criteria for industries such as synthesis ammonia, urea, phosphate fertilizer, and hydrogen-containing chlorofluorocarbons.

chen yanhai, director of the raw materials department said they would accelerate the shift in the development direction of the raw materials industry, upgrade its industrial structure, and focus on key projects and better planning to strengthen and improve industrial management. efforts will also be made to merge and restructure or disband non-competitive ventures, renovate technology, save energy, speed up the development of new materials industries, and generally upgrade the raw materials industry.

the key is to formulate major policies and regulations regarding the raw materials industry. the “cyanide production and construction management approach” and the “melamine production and distribution management approach” will be released; “safety regulations for dangerous chemical goods”, “management methods for pesticide production” and “pesticide management regulations” will be revised; studies will be conducted to help draw up “rare metals management regulations”, the “management approach of chrysotile production, circulation and use” and “fluorine chemical industrial policy”. guidance on the development of carbon fiber, magnesite, coatings, dyestuff and adhesives will also be issued.

efforts will be made to push forward the restructuring of the raw material industry. standards by which enterprises are to be classified as non-competitive will be set for steel, non-ferrous metal and building materials across each province and enterprise, and studies will be conducted to determine key areas for investment. major industrial regrouping projects that involve eliminating non-profitable enterprises, saving energy and optimizing distribution will be launched to boost the restructuring of the raw material industry. full support will be given to new material industries through a strategic development plan aimed at strengthening links between all relevant departments and studying various supportive policies. in addition, a catalogue of major new materials will be released.

meanwhile, the miit will enhance its management and supervision of the industry. various departments will analyze the output, prices, stocks, imports and exports, profits and investments of key raw materials, and offer timely policy advice. lists of enterprises engaged in producing steel, non-ferrous metals, petrochemicals, and building materials will be released once they have met the entry standards. regular supplies for agricultural production will be ensured by well organizing fertilizer and pesticide production, while the granting of administrative licensing for the production of pesticides, chromium compounds, cyanogens compounds, and gold mining will be carefully considered. the supervision of melamine production and distribution will also be enforced, along with enacting mandatory plans for rare metals, fluorite, refractory clay. efforts will be continued to further improve the industrial standard for raw materials.
